Dr. Yves B. Partschefeld is Executive Director of the School of Humanities and Social Sciences at the University of St. Gallen (HSG) and a Lecturer in Eastern European History. Trained in Slavic Studies and Political Science in Bochum and Moscow, he earned his PhD with a focus on minority politics in the Baltic States. His research and teaching bridge historical analysis and contemporary geopolitics, with a particular emphasis on strategic dependencies, power asymmetries, and vulnerability—from the Cold War to today’s digitally mediated world. In his keynote work, he explores how emerging technologies, especially artificial intelligence, are reshaping long-standing patterns of dependence in areas such as security, governance, and economic sovereignty. Beyond academia, Dr. Partschefeld serves as a board member of the Estonian Chamber of Commerce in Switzerland and as Vice President of the Swiss-Baltic Committee, where he engages at the intersection of policy, business, and international cooperation.
